No. The BCCI is a member of the ICC with a vote and all that. I call that being part of the ICC. Yes, if there are two contesting organisations that claim that they want to represent India or any other country, the ICC should select the one that is able to do the better job - as of now - not ten or twenty years later. As on date, the ICL has no infrastructure or organisation capable of doing that.

Having selected BCCI as its member to represent India, I see no reason why the ICC cannot let member boards decide about issues within their own country.
